Namun, dalam praktiknya, pelaksana di paroki masih menghadapi berbagai tantangan. Hal ini dialami oleh Dewan Pastoral Paroki (DPP) Mater Dei Madiun sebagai salah satu pelaksana di tingkat paroki. Karena metode ini diterapkan secara luas, tanggung jawab pelaksanaannya juga menjadi bagian dari peran aktif tim pastoral keuskupan sebagai penggagas dan pengarah. Penelitian ini bertujuan untuk: (1) mengevaluasi penyusunan program kerja menggunakan Metode 9 Langkah menurut pelaksana di paroki serta pengarah dan penggagas di Keuskupan Surabaya; dan (2) mengkaji perlunya penetapan prioritas program paroki sebagai acuan dalam penyusunan kegiatan pastoral. Penelitian ini menggunakan pendekatan kualitatif evaluatif dengan model evaluasi formatif. Data diperoleh melalui wawancara mendalam dengan informan yang dipilih secara purposive, yaitu Ketua Bidang atau Ketua Seksi DPP yang aktif serta memiliki pengalaman minimal satu tahun dalam penyusunan program. Hasil penelitian menunjukkan bahwa pelaksanaan Metode 9 Langkah masih menghadapi kendala, khususnya pada langkah 1 (analisis kebutuhan), 2 (ide dasar), dan 3 (tujuan program), serta hambatan teknis pada langkah-langkah berikutnya. Mayoritas informan menyatakan perlunya prioritas program paroki sebagai acuan dalam Menyusun rencana kegiatan. Penelitian ini merumuskan empat kriteria prioritas program paroki dan menekankan pentingnya penyusunan Rencana Strategis (Renstra) sebagai pedoman kerja pastoral. However, in practice, parish implementers still face various challenges. This is the case for the Parish Pastoral Council (DPP) of Mater Dei Madiun, as one of the parishes applying the method. Since this method is widely implemented, the responsibility for its execution also lies with the diocesan pastoral team, who act as initiators and facilitators. This study aims to: (1) evaluate the development of pastoral work plans using the 9-Step Method according to parish implementers as well as initiators and facilitators in the Diocese of Surabaya; and (2) examine the necessity of setting parish program priorities as a basis for preparing pastoral activities. The study uses a qualitative evaluative approach with a formative evaluation model. Data were collected through in-depth interviews with purposively selected informants, namely Heads of Fields or Section Coordinators of the DPP who are active and have at least one year of experience in work plan development. The results show that the implementation of the 9-Step Method still encounters obstacles, particularly in Step 1 (needs analysis), Step 2 (core ideas), and Step 3 (program objectives), as well as technical challenges in subsequent steps. Most informants emphasized the importance of setting parish program priorities as a reference in planning activities. This study formulates four criteria for program prioritization and highlights the importance of drafting a Strategic Plan (Renstra) as a guideline for pastoral work.
